....From historical institutionalist approaches, the evolution of mining institutions in Tanzania has managed to change paths out of both incremental changes and critical juncture. For example, the 1967 Arusha Declaration was a critical juncture in Tanzania, where mining operations were stopped. However, due to economic shake-ups, the government had to change and in 1979 the Mining Act was passed. Following that there were incremental changes that led to 1983 National Mining Policy. That was layering. The policy was passed to compliment or assist the 1979 Act. There were other incremental - transformational changes throughout the late 1980s and early 1990s that finally led to 1998 Act. Following that, endogenous factors such as the public outcry, parliamentary debates and events such as Buzwagi saga led to change through the Bomani Committee that eventually led the way to the existing Mining Act (2010). As Bulmer and Burch explain with regards to incremental-transformational changes that the agency (the political actor) is important, we see how political actors, such as Mr. Kabwe, helped to push forward the debate that became transformational.
