From my experience JTWC tends to base forecast in the long range. With that said lets see if they do when warning #1 comes out for #Nando . My thoughts are that they will have a long range forecast with it 20nm of Kadena AB. (Not to say that will happen or not happen, but their job is to base forecast thergo if they are uncertain they will point it at a base.)
