From what I can gather, based on what Kishimoto said about the Narutoverse, its culture and Government, and comparing it to my knowledge of Japanese history and culture: The Kage are equivalent to a Japanese Emperor. Given the surrounding lands have smaller settlements that each have a Daimyo, or Warlord. there was a Time in Japanese History of constant wars, equivalent to the unending clan wars before the founding of the major villages. So not only does Kishimoto reference his own Childhood when Writing Naruto, he also references Japanese history and culture through the wars between clans, and the later founding of the great Villages and the Kage and subsequent Shinobi wars between nations. ~Kurama
