Given the surrounding lands have smaller settlements that each have a Daimyo, or Warlord. there was a Time in Japanese History of constant wars, equivalent to the unending clan wars before the founding of the major villages. So not only does Kishimoto reference his own Childhood when Writing Naruto, he also references Japanese history and culture through the wars between clans, and the later founding of the great Villages and the Kage and subsequent Shinobi wars between nations. ~Kurama
