Functions of Fiscal Policy: (1) allocation - allocate tax revenues among the different national and local government agencies; (2) distribution/redistribution - tax the rich, give subsidies to the poor; (3) stabilization - increase government expenditures in order to create jobs and decrease unemployment; or increase taxes in order to decrease disposable income and control inflation ; (4) development - invest in human capital - spend more on education and health; and ... (5) corruption - give more funds to Napoles and her fake NGOs, to Enrile, Estrada, Revilla, etc. Hehehe!
