GLENDA: the social typhoon, the economic typhoon According to Pagasa scientists, Albay suffered the main brunt of Glenda whose 140-180kph winds lingered over the entire province for almost 7 hours (headwinds, eye to tailwinds). The PDRRMC has formed 8 teams to draw up a reconstruction plan that would be submitted to the national government for immediate funding and execution. If this is not funded, 27,333 more poor families and every day of delay in plan implementation means P1.2m additional income losses and 5 more families poorer and hungrier. Right now, we already have 72,000 poor families as growth in tourism, agriculture and industry are offset by annual rituals of climate adversities. The strategic approach is largely to isolate the impacted parts and laser-beam interventions on them and keep them from spilling over into the healthy and vibrant parts of the economy like tourism, handicrafts, food and restaurants and retail trade/commerce.
