GOOD MORNING TO ALL Anything I write will never be printed in any news media. However in the Native Sun News September 4-10, 2013, in an article VOTE OF THE MAJORITY CONCLUSIVE AND BINDING ON THE TRIBAL COUNCIL, by Jeffrey Whalen needs to be addressed. The entire Oglala Sioux Tribe Constitution & By-Laws and the word conclusive and binding can be challenged when there is a violation of ARTICLE XII - BILL OF RIGHTS which is guaranteed by Act of Congress and by the Oglala Sioux Tribal Constitution. The Bill of Rights supersedes any portion of the Oglala Sioux Tribe Constitution & By-Laws that violates the Bill of Rights. According to America Indian Civil Rights Handbook due process rights are not limited to criminal matters. Governments must act fairly and reasonably in all matters affecting personal freedom or property rights. YES Oglala Sioux Tribal Government can violate the laws they took oath to uphold. But if Congress does not recognize the right of the Oglala Sioux Tribal members then as Treaty tribe we can turn to World Court. I MYRNA YOUNG BEAR STAND TO BE CORRECTED!!!!!
