Gen Boykin is of the opinion that the American people need to be told the reason that Stephens and his staff were in that annex and compound, at least in general terms. He would not be in favor of a complete disclosure to the degree which could compromise an approved covert operation. He goes on to say that if it were done illegally, Congress would know by virtue of not being informed and that they should investigate.
