Gen. Sejusa (or Gen. Nejusa?) Many are starting to wonder what all this was about. Did Gen. David Tinyefuza (lately known as Sejusa) ever really fall out with the Museveni government? Was he a decoy created to infiltrate anti-Museveni elements abroad? If he was a decoy, what are we to make of the very sensitive information about Dr. Kiiza Besigye having won the 2006 general election and other security matters he revealed while in London? Does one disclose such sensitive intelligence when one knows in advance that he is still part of the state system? Or did he genuinely fall out but pressed by circumstances in London or failing to marshal the anticipated British and other foreign support, became disillusioned? And why does he suddenly return on the eve of a make-or-break NRM party conference at Namboole? So much to be sorted through. This is the third time in the last 30 years that David Tinyefuza is having to eat humble pie and return on bended knee to Museveni. The first time was during the NRA guerrilla war when a rebellious Tinyefuza was arrested and spent a year in an NRA jungle jail, the second was after his outspoken criticism of the army and the humiliating address he gave during his daughters wedding, pleading with Museveni to forgive him and this, the return flight from London. What is now no longer in doubt, given the extraordinary military deployment in and around Kampala City this weekend of Dec. 13, 2014, is that Uganda is entering a critical period under the NRM. The country may well see a return to partial martial law or at the very least, greatly heightened state security surveillance on the political opposition, civil society groups and the news media. If the soothsayer in Shakespeares Julius Caesar warned the Roman general to Beware the Ides of March (March 15th), a Ugandan seer might speak of Beware the Ides of December (December 15th 2014). ENDS
