GoI seems unable to handle the separatist aspirations which are ripping very fast day by day all over the country. The list of separatists organizations are increasing at a considerably fast rate.Simply branding separatist aspirations of a group as a terrorist aspirations is not enough. Also,The use of force is equally inadequate to pressurize/convince a separatist organization to abandon its arms. The forces of Globalization are quite successful in transforming all major internal separatist armed conflicts of a country into an internationalized conflicts. Hence, the dichotomy of internal/international aspect of conflict is becoming very blur and paving the way for Internationalization of an internal separatist armed conflicts. It is worth identifying parameters/conditions which are responsible for transforming an Internal conflict into an internationalized conflict. A direct military intervention from foreign country either in the support of rebel group(s) or in the support of government can transform a case of internal conflict into internationalized conflict. Similarly, economic aid, material aid, intelligence aid or any type of moral support by a foreign government(s) to the cause of rebel(s) or in the support of government, is equally responsible for bluing the boundary between internal/external aspects of an conflict. And that may be the reason that I am being tempted to make a generalized statement for an internal separatist armed conflict; That is to say, All Internal separatist armed conflicts of a country are Internationalized armed conflict. In the age of globalization, India must equip herself with the new tactics of handling internal separatist armed conflict. And, in doing so, Indian government must accept certain ground realities. One such ground reality is that there is a limit on her part to engage herself with the separatist organization in order to workout a peaceful resolution of a separatist armed conflict. This can be seen from the failure of government in resolving ethnic separatist conflict in North-East part of the country as well as in Northern part of the country. The sporadic armed violent acts are responsible for taking lives of numerous innocents peoples including children and women. The government is loosing its grip as a sole legitimate actor who can use force on its subjects. Secondly, GoI should stop considering herself as a facilitator in such conflicts. This is because GoI is becoming a party in the conflict who can not play a role of facilitator. And, Thirdly, GoI must start identifying an appropriate entity who can play a role of a discreet facilitator or an active mediator in resolving such violent conflict. Here, The case of Government of Indonesia with respect to Free Ache Movement (GAM) is worth analyzing; The organisation surrendered its separatist ambitions and dissolved its armed wing following 2005 peace agreement with the Indonesian Government. #NDFB #Assam #Adivasi #India #TTP #NWFP #Taliban #Pakistan
