Going through various comments by various stakeholders in health, I get the feeling that people are deliberately blaming the governors for the mess in the devolved health sector but leaving out the real culprit which is the National Government. Devolution of health is a good thing. Bringing services closer to the people is a great idea. Making healthcare workers accountable to their employer is even a greater idea. There is a lot of money in the health sector, and people at the National government were never going to be happy seeing this gravy train go. They will do everything possible to derail devolution by claiming failure of governors in management of human resource, however methinks governors and their chief officers are innocent. The county government will pay workers if the national government releases money to do so. When you talk to governors they tell you that the central government delays in releasing the money, and when money is released, salaries come minus allowances! Now who do you blame here? The central government knows it is supposed to pay the trainee doctors but the ministry of health has absconded from its duties, why? In order to blame county government for failing devolution. Kenyans must learn to be honest and lay blame where it squarely lies.
