Good Morning Uganda - a Country whose governance is a classic mix of so many issues under multiple centers of power. First we have the Central governance with a classic fusion of separation of powers - executive is fused with the legislature and in the mix is the army (a non partisan state organ); next is the decentralization units whose budgets are more less dictated to them by the center and because the majority of taxes in the country are indirect taxes - the decentralization units have no or very limited capacity to raise revenues; then comes the giant - cultural institutions - you cannot tell whether Uganda is a republic or a monarch and we dont seem to be ready to debate and decide against either. This can best be demonstrated by the confusion surrounding the Kabazinga issue and lastly comes the religious leaders - their confusion can best be demonstrated by the act of the current Anglican Archbishop - Ntagali and the immediate outgoing Archbishop - Orombi both attending a Thanks Giving Service in Rushere of a presidential assistant. THE BIG QUESTION: Where will Ugandas ray of HOPE come from????????????
