Good afternoon Ladies and Gentlemen. For those who agree that Stomach infrastructure is the primary function of responsible governments, I humbly pitch my tent with you. For those who felt otherwise, I hope we convince you before the debate ends. And for the undecided, I desire you embrace our line of thoughts before we call it a day. Do you know anyone that enjoyed free qualitative basic primary education during the Action group days of the 1950s? What about free education up till tertiary level during the UPN days? Do I feel you saying Yes, yes? Is there anyone here who (or who know someone who) was raised by the proceeds of the cocoa revolution? Are you saying yes? Have you ever lived or know someone living in a low cost housing estate built during Awolowos time as the leader of the Western Region? You do? What about roads linking to rural areas? Do you still remember those days in Ibadan, when pipe borne water is available on every streets? What about the days of vacation jobs, even as secondary school students? What about the days when oku grade II ati aye grade II Certificate je owo? Do you still remember those days, when having a University degree is a surety of been able to cater for self and family? I bet you do. What about those days, when good healthcare is gotten free (or at almost free cost)? I bet you are already thinking: the good old days. Wait please! Something is common to all the aforementioned. They are government programmes that have direct impacts on the masses. They are meant to either directly PROVIDE for the BASIC needs of the people, or ENABLE the people cater for their own BASIC needs- that is the primary function of responsible governments, that is STOMACH INFRASTRUCTURE. According to Article 22 of the Universal declaration of human rights: that society in which a person lives should help them to develop and to make the most of all the advantages (culture, work, social welfare ) which are offered to them in the country. These are basic rights. Any government that cannot provide this basic function is irresponsible. Do I see the words work and welfare there? Yes, provision of job and/or taking care of peoples welfare is the governments primary responsibility. Stomach Infrastructure, called welfare or social security in other climes is the Governments primary responsibility. Our elders once enjoyed STOMACH INFRASTRUCTURE and never forgot the good old days. Finland provides free education at all levels to her citizens. England, Sweden etc provide unemployment benefits for their citizens, the USA and a host of other Countries provides Social Security/welfare for the aged and less priviledged. What then is the offence of the present generation of Nigerians? Why is my generation deprived of the DIGNITY of work (proper employment), the satisfaction of 3 SQUARE MEALS/day, the right to QUALITATIVE EDUCATION- meeting our basic needs? Why are we been denied Stomach infrastructure/welfare/social security? Do you expect an hungry man to give his best to Nation building? Do you expect an homeless man to be a responsible citizen? Would a jobless man be able to attain his potentials? Should an uneducated man be at the forefront of technological advancement in this age? Are you saying No? That is why Stomach infrastructure is a must, a right. STOMACH INFRASTRUCTURE, IS THE first FUNCTION OF A RESPONSIBLE GOVERNMENT. Thank you and once again, welcome to this debate.
