Good morning Beloit it is 68 degrees and raining. I hope you have SCUBA gear with you. Our folks had very uneventful evenings, probably due to the rain. The best we can figure out is that bad guys are made of sugar, despite not being sweet. It is a conundrum we cant account for, but bad guys dont often like the rain. Good thing our department is awesome and gave us rain coats just in case. In history news, on this date in 1897 the first OWI Operating While Intoxicated) arrest was made in London England when a 25 year old cab driver crashed into a building. He was fined 25 shillings. The first OWI laws went into effect in New York in 1910. Officers have been enforcing ever since. The real push came in the 1980s when groups like MADD formed and put a lot of pressure on to enforce the laws, and to make the penalties stiffer. In 2012 over 10,000 people died in OWI accidents. It is something that we take very seriously, which is why we run the OWI patrols on weekends. Please drink responsibly. We would love to make zero arrests for OWI, and strive for that as a goal, but as long as people drink then drive and put others at risk, we will be out there...even in the rain. In sad news we lost other brother, the 73rd for the year. He was shot and killed at a disturbance call.
