This tour comes before President Obama plans to ask Congress for $2 billion in emergency funding to help stem the immigration influx along the Texas-Mexican border and not humanitarian relief. The White House explained that based on what we know about these cases, it is unlikely that most of these kids will qualify for humanitarian relief. And what that means is, it means that they will not have a legal basis for remanning in this country and will be returned.
