Gov. Herbert has proposed reducing the half-billion dollars in General Fund earmarks (diversions) by $94.2 million. Voices for Utah Children applauds the Governors call, which echos the concern raised in our recent report What Still Eating Utahs General Fund, which documented how the explosion of unfunded earmarks since 2005 diverts over $500 million from urgent needs in a variety of specific areas, from education and public safety to aid to the disabled.
