Gov. Jerry Brown issued a state of emergency Monday for four California counties, including Ventura, after heavy rains caused mud flows and extensive damage to a Camarillo neighborhood as well as a long stretch of the Pacific Coast Highway. Brown’s action opens the way for Caltrans to ask for assistance, including money, from the Federal Highway Administration’s emergency relief program to repair the damage caused along a nine-mile stretch of the PCH from Las Posas Road south to Yerba Buena Road. Officials said late last week the PCH likely would remained closed until sometime in January after the storms left portions of the highway covered in mud and debris.
