Government is to invest at least $153.89 million (about Shs412.5 billion) in all the nine districts in the Albertine region under the new Sustainable Development Project. To ensure the people in the oil areas benefit from the oil proceeds, Government plans to invest $25million (about Shs67 billion) to finance skills development and has availed 600 oil bursaries for students in the region. This was disclosed yesterday by State Minister for Finance, Aston Kajara, who was accompanied by Works minister Abraham Byandala, Education minister Jessica Alupo and Lands minister Daudi Migereko, while they were appearing before Parliaments Committee on National Economy. Hon Alupo said that a new petroleum institute is to be established in Nwoya District, while other petroleum institutes in Kichwamba and Kigumba will be financially supported to ensure the people get the skills required in the oil sector. Mr Migereko, who will be in charge of physical planning, also announced a special plan to transform selected populated areas of Biso and Wanseko, Kigolobya, Kyangwali and others, into urban centres ahead of the oil production phase. “Because of oil, we expect a multiplicity of activities and industrial growth. Anybody who wants to move to these areas must move in a well-planned area. We don’t want to have slums in these areas,” Mr Migereko said. The project to be implemented over a period of five years was welcomed by Members of Parliament as “a step in the right direction.”
