Government rotten to the core SHABU COOKED INSIDE MAIN PHILIPPINE PRISON By Manny Pinol In a graphic validation of the serious level of corruption in the Philippine government, the former director of the Prisons Bureau revealed that drug syndicates operated laboratories producing shabu right inside the confines of the national prison in Muntinlupa, Metro Manila. Former army general Dionisio Santiago, who was appointed Bureau of Prisons in 2004 by the Macapagal-Arroyo administration, told GMA 7 News that he discovered the drug operations inside the national penitentiary when he took over the bureau. Santiago also revealed that influential and rich prisoners were able to use sophisticated communications equipment in spite of the prison regulations which ban the use of phones by inmates. The revelation by the former prisons director confirmed what has long been public knowledge about the corruption in the prisons system where moneyed prisoners bribed prisons officials to continue their criminal operations. Last Monday, Davao City Mayor Rody Duterte also stressed during the 1st Mindanao Leaders Summit on Federalism the magnitude of the problem of corruption in the country today. Ang pulis sindikato, (Bureau of) Customs sindikato, BIR sindikato, halos lahat sa gobyerno sindikato, he said during a speech delivered at the closing of the one-day summit. Duterte might as well have included the Senate, Congress and the different agencies of government in the list of agencies involved in corruption. Corruption, along with unabated criminality, is the top concern of Filipinos today as almost everybody in government is involved.
