Governors have called for the disbandment of the Transition Authority for allegedly undermining devolution. The county bosses accused the Kinuthia Wamwangi-led team of failing Kenyans in it mandate. Led by chairman of the Governors Council Isaac Ruto, the governors on Friday claimed the authority was against the spirit of devolution enshrined in the Constitution. Mr Ruto told a governors’ retreat on land policy in Mombasa that the post of principal secretary in the authority should be scrapped. Constitution of Implementation Commission (CIC) chairman Charles Nyachae said the role of the authority should be reassessed. He said the team was established to facilitate effective implementation of system of a devolved government, adding that the confusion relating to transfer of power was a major concern to CIC and Kenyans. “We are wondering whether the role of TA should not be re-looked at so that we ensure that mechanism actually works,” he said, adding that it should be a transparent public conversation. A representative of the Transition Authority denied the governors’ claims, and insisted that they were in office legally. “If they think we are sabotaging devolution, then we are at a loss after what we did for them. We cannot explain what actually went wrong because we gave them guidelines on human resource management and all the necessary material,” said Mr Bakari Omara. He said the authority was not against devolution. Another member of the authority, Mr Simeon Pkiyach Pkatey, called for calm among the county bosses as the authority looked into the grievances. The road to devolution, he said, was always full of challenges and had never been smooth. “The issues that governors are raising are just emanating from expectations of a ‘pesa pap’ system,” he said “Unless we work together, it will be difficult to deliver the services they are clamouring for. Let us not condemn the system let us condemn individuals,” said Mr Pkatey, adding that the authority could not be disbanded because it was legally in office.
