Govt servants violate GoI Rules by clinging on to elective posts in sports bodies beyond four-year term, Place them under suspension: experts EOI CORRESPONDENT PORT BLAIR, NOV 18/-/ Government servants under the A&N Administration holding elective posts in various state sports bodies are in serious trouble. According to a circular sent by the Union Ministry of Youth Affairs and Sports to chief secretaries and sports secretaries of all the states and Union Territories, as per rules, central government servants need prior permission to contest or get elected to sports bodies and to raise funds for any purposes. The circular has quoted several rules pertaining to the same and has asked the state governments and Union Territories to also follow the same. “As per Rule 15 (1), previous sanction of the government is required to hold an elective office. “Under Rule 12, previous sanction of the government or prescribed authority is also necessary for a government servant to associate himself with raising of funds or other collections in pursuance of any objective. Further, instructions as per the Department of Personnel & Training, say that inter alia “ No government servant should be allowed to hold an elective office in any sports association or federation for a term of more than four years or one term whichever is less, says the circular. In A&N Islands, there are numerous employees of sundry departments under the UT Administration who have brazenly violated the GoI rules. They have not only cared two hoots about seeking permission before taking elective posts in various bogus state level sports associations but have also continued to hold the posts much beyond the stipulated term of four years. Many of these employees belong to departments such as Marine, Shipping, JNRM, Animal Husbandry etc. But the biggest culprit is the Education Department from where a number of teachers have continued to hold the posts in sports bodies for more than four years. If the teachers can indulge in irregularity and illegality, one can imagine the fate of the students they teach. “All the departments of the A&N Administration must trace out such black sheep and serve them the show cause notice followed by placing them under suspension for violating the rules and also the code of conduct,” said a sports expert.
