Greetings Raman ji, Wed taken up a similar issue of absence of documents for mining dwellers here in jodhpur whod been living in the outskirts of jodhpur for 30+ years and with repeated followup with the local and state administration we were able to get their Ration Cards and Aadhar Cards etc done though Im sure the same would happen there too but a major problem that we face in this context here in rajasthan are the illegal immigrants, it is difficult to identify them and at time even verify the localities, you probably mustve heard about UJAS or Hindu Singh ji Sodha who extensively works on the cause of illegal hindu immigrants from pakistan, anyways with the pics and the situation that you stated looked so familiar and hence i inboxed !! :)
