Guernsey recently completed a review of the condition of Kentucky distribution cooperative’s cyber security programs. The review was performed under contract to the National Association of Regulatory Utility Commissions (NARUC) for the Kentucky Public Service Commission (PSC). This effort was undertaken in order to ensure that Kentucky distribution cooperatives that are not subject to the North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) standards are nonetheless instituting cyber security programs appropriate to their risk profile. This effort involved review of cyber security program related documentation and interviews of staff from six electric distribution cooperatives across Kentucky to gain an understanding of the class as a whole. The resulting report provided a comparative view of the condition of the cyber security programs at the participating cooperatives and identified cyber security control areas that were effectively implemented as well as areas requiring improvement. The report also made comparisons between the cooperatives to identify areas of competency that may be leveraged at other cooperatives planning to implement similar cyber security measures.
