HARYANA CONGRESS DOLES OUT SOPS AHEAD OF ASSEMBLY POLLS Wednesday, 13 August 2014 | PNS | Chandigarh Trying to woo voters ahead of the Assembly polls, the Congress Government in Haryana on Tuesday convened its second Cabinet meeting in a week to dole out sops to people. The Cabinet, which met under the chairmanship of Chief Minister Bhupinder Singh Hooda, approved mixed land use of industrial plots/sheds situated in the industrial estates, appointed two outstanding sportspersons as constables, revised toll policy, among other policy decisions. Special concessions in toll charges The Cabinet approved the revised toll policy to mitigate the high toll charges for road users of national highways in Haryana. The new policy will be effective from midnight of August 14-15, 2014. As a result of the concession, in case of the owners of cars and jeeps residing in a radius of 35 kms from four toll plazas of Dighal, Makraulikalan, Dahar and Gangaycha Jat, the government will bear 75 percent of the expenditure for issuing monthly passes. Also, in case of owners of light vehicles (Tata 407), bus and JCBs residing in a radius of 30 kms from these toll points, the government will bear 50 per cent of the expenditure in issuing monthly passes. For relief in toll charges at Palwal, the facility will be available for the car/jeep owners residing within a radial distance of 20 kms of the toll plaza by way of subsidizing monthly pass charges to the extent of 75 per cent for one year. The decision would benefit the residents of villages within 20 kms around toll plaza on NH-71A and also within 30 kms and 35 kms around toll plaza on NH-71A. Commissioner for Gurdwara panel The Cabinet appointed Justice (Retd.) Iqbal Singh of Punjab and Haryana High Court as Commissioner of Gurdwara Judicial Commission. This will be a a one man commission and another member can be appointed if required to assist the Commissioner. Mixed land use of industrial plots The State Government has allowed mixed land use of industrial plots / sheds situated in the industrial estates in existence in the state as on November 1,1966, the date on which the state came into existence. The industrial states in Hissar, Gurgaon, Ambala city, Barwala, Pinjore, Kohand (Karnal), Fatehabad would be additionally covered under this. The Cabinet also approved that the conversion of industrial plots for non-industrial uses should be permitted only in respect of the plots which are situated on the external/ internal circulation roads with a RoW of 18 mtrs and above keeping in view the congestion likely to be created on account of increased intensity of traffic and parking related issues. Minimum wage fixed for industry staff The minimum wages of industrial workers have been fixed at Rs 7,400 per month with a provision of five per cent annual hike. A notification to this effect would be issued on Wednesday and objections would be invited. Hooda said that Chief Secretary Shakuntla Jakhu has been asked to ensure that minimum wages of Rs 8,100 are paid to all contractual employees in various departments. As many as, 7.5 lakh workers were working in about 11,500 large and small scale industries and four lakh people were working in the shops, dhabas and small undertakings. Athletes appointed as constables Two outstanding sportspersons have been appointed as constables under sports quota in Haryana Police as a special case. Yoga player Anil Kumar of village Kungar, district Bhiwani and Anand, a resident of village and post office Khidwali in district Rohtak, who have brought laurels to the state by participating in various state level championships were appointed as constables. The state government had to relax the criteria as yoga and body building are not covered under the term of sports since these are not recognized games. The Chief Minister said that another sportspersons Seema Antil will be promoted as Inspector, equivalent to the rank of Jai Bhagwan. Also, Dharmender Dalal will be promoted at an appropriate post in the Police Department. Land ownership panels constituted Haryana Chief Minister Bhupinder Singh Hooda said that it has been decided to constitute a committee to give right of ownership to those who have occupied the land of Defence Ministry which was transferred to Revenue Department in Ambala Cantt. He said that the Committee would include Justice RS Madan (Retd.) of Punjab and Haryana High Court and a former IAS officer GB Gupta. They would examine the representations of the people and submit report to the Government. The Chief Minister informed that a sub committee has been constituted to propose Haryana Police rules for effective policing system in the State.
