HB 832 Elementary and secondary education; additional compensation for teachers with special education certification under certain conditions; provide. Sponsored By (1) Glanton, Mike 75th(2) Jones, Jan 47th(3) Coleman, Brooks 97th (4) Abrams, Stacey, (5) Stovall, Valencia, (6) Carter, Amy Contents of the proposed bill as related to special education teachers: “(c)(1) On and after July 1, 2015, and until such date as may be determined by the State Board of Education that special education is no longer an area in which there is an insufficient supply of teachers, an elementary or secondary school teacher in a local school system who is or becomes certified in any special education category by the Professional Standards Commission and who is employed in a special education related58 position shall be moved to the salary step on the state salary schedule that is applicable to six years of creditable service, unless he or she is already on or above such salary step. From such salary step, the teacher shall be attributed one additional year of creditable service on the salary schedule each year for five years. 14 LC 33 539662 (2) After five years, such teacher may continue to be attributed one additional year of creditable service on the salary schedule each year if he or she meets or exceeds student achievement criteria established by the Office of Student Achievement. (3) Upon expiration of five years, or any year thereafter that the teacher does not meet or exceed student achievement criteria as required by paragraph (2) of this subsection, such teacher shall be moved to the salary step applicable to the actual number of years of creditable service which the teacher has accumulated. (4) This subsection shall be subject to appropriations of the General Assembly. GCASE requests its membership and communities to consider the bill as proposed: • Provides for recognition that special education teachers provide a valuable and specialized service which requires additional and on-going professional learning and formal training. • Provides recognition for an increased preparatory enrollment at educational institutions to face the need for the ever increasing enrollment of student’s with disabilities in Georgia’s public schools. • Provides for recognition that many schools face a challenge in hiring highly qualified and highly effective teachers. GCASE requests its membership and communities to also consider the following information the bill as proposed does not sufficiently state: • Any provision for additional compensation for experienced special education teachers at or over six years of credible experience. • Will there be additional consideration for compensation for direct and related service therapists, specialists and professionals also for eligibility and to what criteria? On behalf of our educational community, CGASE recommends that the feedback above be considered and resolved by our elected legislators prior to a final vote or implementation of this bill in to law.
