Holy See and the United Nations The activities of the Holy See within the United Nations system officially began on April 6, 1964, when the Holy See was granted the status of permanent observer state. In that capacity, it has since had a standing invitation to attend all sessions of the United Nations General Assembly, the United Nations Security Council, and the United Nations Economic and Social Council to observe their work.[1] Accordingly, the Holy See has established permanent observer missions in New York and in Geneva and has been able to influence the decisions and recommendations of the United Nations.
