Haha... back in 2002, the IRS was revamping 4 of its computer data systems, reorganizing and restructuring its technology... One of those revamps led to TEDS... the Tax Exempt Determinations system... this change, in effect, allowed the IRS to troll Tax Exempt apps for specific designations on exempt applications like "Tea Party", etc... opening the door for the targeting we are hearing about now... In 2004, the IRS was chastised for not "giving meaningful consideration to other contractors" before awarding 36 of the 37 tasks to one contractor to provide the technology...
