Haiti Election = Haiti crisis Lots of propositions, but almost all with one thing in common, a complete disregard for principles, thus this fatal notion of rebat kat la. 1- The government must assume responsibility for failing to organize overdue elections on time (Blaming the opposition is wrong- the government is in charge of election) 2- The articles of the constitution on how to form the electoral body to organize election should be respected... .. Discard the El rancho accord, clearly not a solution 3- All elected officials which mandate are not at term should continue their term, the president and the rest. Asking for an elected president to step down is irresponsible, it only will exacerbate the crisis- cannot resolve a crisis by another constitutional crisis (It doesnt matter what you think of the current president, it is principle). This notion of rebat kat la, we tried it so many times, it only prove to lead to more chaos..Important to have a constitutional continuity if we are serious about democracy 4- No prolongation for the elected officials whose term end in January... Term is over, you are gone. Period, it is just principles 5- It is wiser to keep the actual government, there are constitutional provisions on how to get rid of a government; [getting rid of a government without the constitutional provisions just to create another one also without the constitutional provisions is creating more chaos in a time of some constitutional void (an obsolete parliament)] 6- Since the president role is to respect for and enforcement of the Constitution and the stability of the institutions, But he failed to do so by not organizing elections on time, which in turn create a constitutional void. The president should assume full responsibility and limit some of his power, because in constitutional time, the president power is limited due to balance of power between the parliament; whereas in this constitutional void his power become limitless, which is a danger in democracy for one man to have that much power. So I propose, (although unconstitutional but permissible since we are in a constitutional void, and it is imperative for the president to limit his power), for the president to allow an independent panel (call it groupe des sages..etc..) to analyze all his decrees and for this panel to have the power to make recommendations before the decrees can be publish (to ensure transparency, the decrees being reviewed and the recommendations should be public) , this panel (groupe des sages ) will also be responsible in helping the president setting up the new electoral body in the light of the articles of the constitutions for municipal/legislative elections in April 2015, this independent panel will become obsolete once the parliament is in function (NB- this panel may be composed of 2 members of the opposition, 1 member from each: Media, Civil society, and the church ) Moise Garcon Henri W.
