This is a special year for preparing people in Washington State who are at greater risk and vulnerable to hazards and risks associated with natural and manmade disasters or emergencies. People With Disabilities (PWD), children, senior citizens, people who use English as a Second Language (ESL), people who are economically disadvantaged, pregnant women and many others often referred to as People with Access and Functional needs (PAFN) have a growing voice at the emergency preparedness table.
