Hardly a week after Parliament acrimoniously passed the controversial Public Order Management Bill, the Inspector General of Police, Gen Kale Kayihura, has ordered a special investigation into all incidents of public riots and demonstrations since 2005 to identify the offenders and hold them responsible. “The investigation shall cover incidents and offences committed during the Mabira riots of April 2007, the riots in Buganda of September 2009 and the Walk-to-Work riots of 2011-12.
