Have we ever been the first or even second to implement anything in the Caribbean? Financial Services - we were late; so late that the US and OECD had time to take action to stifle its growth and minimise the benefits that other Caribbean jurisdictions enjoyed for years; We pussyfooted on Casino Gambling for years before implementation; Universal Secondary School Education - at least after Grenada and Barbados but some still argue that we do it too early; We were one before the last to make the Revised Treaty of Basseterre Law and by extension operationalised; Economic Citizenship Programne -we waited for others to implement before we could start our discussions; Decriminalisation of Marijuana- we waiting for others; And I am sure you could think of more, but here is one we could at least secure second place: jamaicaobserver/news/Parliament-passes-flexi-work-legislation_17600621
