Health ministry inaugurates visitation panels By EZEKIEL DONTINNA PLATEAU State Ministry of Health, has inaugurated two separate visitation panels to the Colleges of Health Technology, Zawan and Pankshin, to ensure best practices in quality assurance and accountability in the running of these institutions. The exercise followed the constitution of these visitation panels as approved by Governor Jonah Jang took place, at the conference hall of the ministry at J.D. Gomwalk Secretariat, Jos, the state capital. Inaugurating the committee, the state Commissioner for Health, Dr. Fom Dakwak said, the enormous benefits derivable from this exercise was immense and would indeed transform and rejuvenate the various tertiary institutions into meeting up with current challenges and trends in the health sector. While appreciating the governor for this initiative, the commissioner, who was represented by the ministry’s Permanent Secretary, Dr. Elias Pede said “We are pleased that the Governor of Plateau State, Jonah David Jang who is also the visitor to the state’s higher institutions, approved the constitution of the visitation panels in line with best practices in quality assurance and accountability in the running of the institutions. “Your consideration for appointment to serve on these administrative panels is no doubt as a result of your experiences in life both in the private and public sectors which we believe will come to bear in the outcome of your reports. I therefore want to sincerely congratulate and urge you to live up to the expectations of this important assignment,” he stressed. Dakwak, therefore, urged the team to work assiduously towards coming up with a comprehensive and modest report that would live their footprints in the colleges for posterity to judge and also called on the governing councils of the affected colleges, their management and the parent ministries to cooperate to ensure that these panels undertake their assignments without any hitches. “We cannot pretend to close our eyes on the setbacks these institutions may have experienced, however, based on the terms of reference, the panels will at the end of this assignment inject into the institutions a new lease of life for better productivity and academic excellence,” he highlighted. The terms of reference given to the visitation panels includes; to determine the relationship of the institution to its regulatory and other statutory bodies in the discharge of its functions in the area of supervision, planning, finance, discipline and guidance; to examine the efficiency and effectiveness of the administrative structure of the institution in terms of roles of the governing council, the provost and other principal officers. Others include; examining the financial management of the institution to determine its compliance to due process, efficiency in achieving self-sufficiency and compliance to appropriate regulations. To investigate the application of funds including internally generated revenue, special grants and loans meant for specific projects in order to determine the status of such projects and their relevance for further funding amongst other references. Those inaugurated for the College of Health Technology Zawan include; Dr. Emmanuel Mador as chairman; Mrs. Theresa Kaze; Hon. Gregory Nyelong; Barr. Simon Jok, as members while Mr. Alexander Bienten is to serve as Secretary respectively. While that of the College of Health Technology, Pankshin has Dr. Ishaya Agaldo as chairman; Mrs. Martina Dakar, Mrs. Benedicta Gwamen; Mr. Danjuma Y. Mangai; Barr. Henry Bok, as members and Mr. Peter Bwaka as Secretary in that order. The committees have twenty (20) days to carry out the assignment. Meanwhile, Dr. Ishaya Agaldo, who spoke on behalf of the panels, thanked government for finding them worthy to carry out this assignment saying, it wasn’t that they were the most qualified persons in the state to carry out this assignment, but it was borne out of government to bring sanity in the sector. He assured that, they would give in their best and ensure what government desire to achieve come to fore and appealed to the management of the various institutions to co-operate with the teams for them to achieve the task ahead of them for the development of the state.
