Hello Family and Friends, Here we go again, we’ve been notified that the animal, CDC# H05254, MYELLE, Clifford Kenneth that brutally murdered my brother Richard Edward Islas will once again have a parole hearing on October 8th, 2014. The battle this time is so much tougher due to AB109 (Prison Realignment) and the massive inmate releases taking place in California right now. Thousands of murderers have already been released back into California’s neighborhoods and I’m hoping and praying that this one will not be one of them. On top of that, because of a 2008 court decision, In re Lawrence, the parole board commissioners can no longer consider the gravity of the crime as heavily nor can they give as much weight to public outcry, although, I’m told it is still very important. They now must give more credence to the inmate’s behavior while incarcerated and the effect that it had on people personally. This time, I have to go in there and show a side of myself that I’ve not ever shown to this animal and tell exactly how this has affected me all the way around, as well as, represent my entire family. So, here I am asking for your help once again. If you could write a letter to the parole board requesting that parole not be granted to this animal and share your personal experience with them. Whether Richard was your cousin, nephew, friend, please share that and let them know how his death affected you, how you knew Richard any good memories, Richard’s character, his personality, how you saw the effects that my family has had to endure. If you didn’t know Richard, please feel free to express your views on having an inmate capable of committing this kind of heinousness with his bare hands released back into our communities. With the hearing being October 8th, the letters must be to the prison by September 19th, 2014. I recently spoke with this inmate’s counselor at Solano State Prison and was told that he now plans to parole to Yolo County to a halfway house. I still live in Yolo County and quite frankly, that terrifies me. He also told me that due to all of the inmate releases that are being done, a huge reclassification was done and this inmate’s level was dropped meaning that he is even more eligible for release. At the last hearing 3 years ago, this inmate was still denying responsibility, still claiming innocence. Now he has done a series of ‘rehabilitative efforts’ and has submitted several certificates of completion. Most of them are literally mail order pamphlets that come with a series of questions. He had to answer the questions and return them to the company he got them from and that gave him a certificate of completion. He also wrote book reports and THAT is acceptable rehabilitation, acceptable enough to get a parole hearing 4 years early. I really need help this time, more so than ever before. On July 6th, 1989, Richard was found dead in his home by my parents, Manuel and Sue Islas. Richard’s body was found in his daughter’s bedroom, bound and gagged, bludgeoned to death. There was blood in every room in Richard’s house but two, indicating that Richard tried to escape or defend himself desperately. Richard’s neighbor testified that she heard Richard begging for his attacker to not hit him again. Only the room that the murderer rented and Richard’s bedroom were unscathed. Richard’s bloody fingerprints were found on two of the 3 exits to his home, indicating that he tried to escape the brutality being inflicted on him by this animal but was unable to do so. My mother never recovered emotionally from finding Richard. The coroner’s report says that there were THIRTY-THREE countable blows to Richard’s head with the claw end of a hammer. Those did not account for areas that may have been hit more than once and they do not account for places on Richard’s body that was also battered. There were chew marks on the duct tape used to bind and gag Richard and tape bits were on his teeth when he was found, indicating he tried to remove his bindings but was unable to do it. The Coroner’s report also says Richard’s beating and death took a period of over 3 hours. It breaks my heart to think about the fear and the pain my brother endured before succumbing to death. What kind of animal can inflict that torture with their bare hands and why does he even have a chance to be freed again? Even though lists of Richard’s assets, bank accounts, credit cards and properties were found in the perp’s handwriting, Richard’s car, wallet, the comforter from his bed and all of the perp’s belongings were gone and eventually found when the perp was arrested, a 2nd degree murder conviction was handed down. Richard is not 2nd degree dead but the jury had two people on it that refused to convict on a death penalty case, thus, a compromise jury verdict and only a 2nd degree murder conviction was given. The mandatory sentence for 2nd degree murder is 15 years to life and of course, eligibility for parole. It seems like so long ago when you count the years and for any other instance, it might be. Not for this one. It is so very important that the parole board hear from people that knew and cared about Richard and from people who believe this inmate should not be released. If you have memories of my brother, as kids, as family, as friends, it’s so important to bring him to life to the parole board so that they are not only viewing a paper file like so many others that they view every day. There is no need to put your address in the letter and you can label your letter “CONFIDENTIAL VICTIM INFORMATION”. Letters need to be sent to: California State Prison - Solano 2100 Peabody Road P.O.
