Hello PCC members: I need you to take action to move West Virginia HB 4304!!!! The bill is in a subcommittee, chaired by Barbara Evans Fleischaeur, 304.340.3169. The subcommittee will be taking the bill up early next week. The other members are Del. Soboyna, 304.340.3175; McCuskey, 304.340.3137; Wells, 304.340.3287. There is definitely opposition to the bill. Many delegates think that bikes should not be allowed on roads. Some members are working to exempt the roads in the state that allow coal trucks on them. Our stance is NO. First of all, we believe it is likely illegal for the state to exempt bicycles on roads that are federally funded. At any rate, our Bill will make it safer for bicyclists and make it clearer for motorists as to safely pass people on bikes. The Burden of Pedestrian- and Cyclist-Motor Vehicle Crashes (PCMVCs) and Costs in WV 2000-2006: $1.55 = Federal transportation money spent on pedestrian/bicycle infrastructure per capita in WV (4th lowest, nationally) $44.83 = Estimated cost of PCMVCs per capita per year in WV in medically-related services, emergency services, property damage, and lost productivity at work $208.00 = Physical inactivity/obesity-related costs per taxpayer per year in WV (6th highest, nationally) Ive attached the most recent version of the talking points to this email (if this version is messed up when you open it, please let me know). NOW is the time for you to call these Delegates and tell them that you support HB 4304. Frank, now is the time to get those coal truck driving cyclists in Motown to make phone calls or send an email!! Main points of the bill -- give cyclists three feet when passing them; cyclists do not have to ride at the farthest point to the right on the road; cyclists do not have to use a side path if one is present.
