Her name was Sher Kung. She was a cyclist. She was killed by bad design. Kung was riding in a bike lane with a helmet on when she collided with a truck turning left. There are a number of bike lanes on the left side of the road in New York and theyre virtual death traps. At every intersection, you have to contend with drivers turning left even though you have the green light. Im glad the NYT is bringing this up, but the author gets it wrong when discussing why fewer cyclists in Amsterdam get hit by cars. Its not because cyclists there follow traffic signals more (which is important), its because the city has designed roads that allow for drivers and cyclists to safely share space.
