Here is a much clearer understanding of what CONCEALED CARRY should be under Philippine conditions: CONCEALED CARRY: Adopting to acceptable Philippine conditions, considering the experiences regarding proper handling and flagrant abuse, proper way to carry a pistol when utilizing waistline holster carry shall be: Inside The Waistband (IWB) Kidney Position Carry. INTERPRETATION: Using the clock analogy with the belt buckle being at 12:00 noon, Kidney Position Carry (for right-handed carry) shall mean the 5:00 position. Carry (for left-handed carry) shall mean the 8:00 position. For proper positioning, the pistol falls just a bit forward of the rear pocket (back) of the pants and on the hollow of the back at about the kidney. For any average-sized body-type, both male and female, this mode of carry will allow acceptable concealment with clothing draped over to perfectly hide the pistol. The pistol shall be covered with either shirt or vest with no silhouette when frontally viewed. Extra magazines for waistline carry shall also be allowed provided that it will follow the 2-magazine pouch limit, utilizing the Kidney Position Carry principle as well, i.e. when pistol utilizes the right-handed carry at 5:00, the 2-magazine pouch shall be carried at 8:00, and when pistol utilizes the left-handed carry at 8:00, the 2-magazine pouch shall be carried at 5:00. PROHIBITION: The following modes of Concealed Carry utilizing the waistline holster carry shall be ABSOLUTELY PROHIBITED: Appendix Carry (1:00 to 2:00), Standard Dominant Side Carry (3:00 for right-handed and 9:00 for left-handed), Behind the Back Carry (also known as Small of the Back or SOB and at 6:00), Cross Draw Carry (10:00 to 11:00), and Shoulder Carry. Penalty for violation of the concealed carry utilizing waistline holster carry shall be the immediate revocation of PTCFOR or LO/MO. APPLICATION: This shall apply to all members of the PNP, AFP and all other members of law enforcement agencies when not in proper uniform (civilian clothes).The same shall apply to all private persons and all government officials and employees, including elected officials.
