Here is a position that I am recruiting on behalf of Partners of the Americas. Partners seek a passionate and skilled individual to provide operational leadership of the “A Ganar” youth-workforce-development-through-sport program. Because the position is based in the US, candidates must have a valid authorization to work in the US. Title: Director of Operations, for A Ganar youth-workforce-development-through-sport program Location: Washington, DC (with 10-15 percent travel to Central American and Caribbean countries) Start Date and duration: To start as soon as possible. This is a full time position with Partners. The project has existing funding for 1 more year or through September 2015. Continuation of the position is contingent on obtaining additional funding. Program and Job Description: A Ganar is a comprehensive sport-based workforce development program implemented through a network of NGOs in Latin America and the Caribbean. A Ganar’s methodology focuses on six skills that we believe are essential in the workplace: teamwork, communications, discipline, respect, a focus on results, and continual self-improvement. These same qualities are important for any Partners’ A Ganar staff member. This position requires someone whose work ethic symbolizes the same values we promote with youth, who has experience managing development programming, who takes initiative, can adapt quickly to a dynamic and constantly changing environment, works well in a team, while also being able to work independently, and has a passion for the power of sport and an understanding of how sport can positively impact youth development. Partners is dedicated to achieving and maintaining absolute top quality programming, program expansion whenever possible and reasonable, and developing ways to sustain A Ganar throughout the network. The Director for Operations is responsible for day-to-day management of the program, assuring contract compliance to donors and with sub-grantees and sub-contractors, supervision of a team of regional program coordinators, oversight of monitoring and evaluation officer, and budget management and oversight. The Director of Operations will work with and support the Program Director on issues of technical quality. Specific responsibilities and tasks include: Contract Compliance to Donors o Assure that all deliverables are met o Prepare quarterly and annual progress reports o Prepare program monitoring reports o Assure that all necessary authorizations are obtained for travel, major expenses, etc… o Maintain good working relationship with donors Contract Compliance of Sub-Grantees and Sub-Contractors o Oversee procurement procedures and ensure that they meet with organizational and donor requirements o Track progress of sub-agreement for compliance and effective use of funding o Guide regional coordinators on day-to-day management of sub-agreements DC Staff Supervision and oversight o Supervise Regional Coordinators. o Lead recruitment of new staff as needed. o Recruit, hire and supervise work by external consultants for technical work Ensure that comprehensive and effective M&E system in place and fully functioning M&E o Oversee contracts with M&E specialists o Supervise enhancements of the data review system and schedule o Work closely with donors, evaluators, and country program staff on program evaluations o Ensure that field staff are properly trained and using system Budget Management and Oversight o Day-to-day management of A Ganar budgets Review and approve check and wire requests ensuring compliance with organizational and donor administrative systems Conduct monthly reviews of expenses and expense reports Create forecasts for budget expenditures and ensure that spending levels meet targets Program Technical Quality o The Director of Operations will coordinate closely with the Program Director to ensure technical quality of program implementation. This will include: Coordination and planning of workshops with program coordinators o Support coordinators as needed for program level troubleshooting o Oversee periodic site visits and other travel as needed to ensure quality programming o Standardization and updates of technical documents (manuals, curriculum, child protection policy, evaluations, contracts, etc.) o Oversee site visit scheduling and quality Program Representation o Work directly with major donors on all operation issues o Coordinate with the Program Director on other donor relations and meetings o Represent A Ganar in events as requested by the Program Director Required Skills and Experience Minimum of 7 years of relevant work experience in international development setting, with experience leading or supporting USAID and similar donor funded projects. Minimum of 5 years of experience leading or supporting USAID funded projects is strongly preferred. Minimum of 3-5 years of experience at the management level (including experience supervising others) is required. Minimum 3-5 years of work focused on Grant /sub grant compliance is required. Experience designing, implementing and/or overseeing monitoring and evaluation and budget management is required Several years of experience with youth development programs, especially youth-workforce development is preferred. Knowledge of and/or experience with using sport as a development tool. Passion to be an “alliance-builder” and multi-talented in different skill sets. Experience with volunteerism and/or community organizing. Minimum of two years’ experience living or working in Latin America required Fluency in Spanish required in addition to English. Strong communication, both oral and written, strong interpersonal skills, and the ability to develop excellent relations with Latin America/Caribbean counterparts and donor officials. Excellent computer skills including Microsoft Word, Excel, PowerPoint, etc. Must possess current legal status to be able to work in the US. Undergraduate degree or equivalent is required, Master’s degree preferred.
