Here is the latest Tropical Cyclone Bulletin issued by the Hong Kong Observatory. The No. 8 Southwest Gale or Storm Signal is in force. This means that winds with mean speeds of 63 kilometres per hour or more are expected from the southwest quarter. Severe Tropical Storm Usagi has weakened into a tropical storm. At 8 a.m., Usagi was centred about 210 kilometres northwest of Hong Kong (near 23.6 degrees north 112.7 degrees east) and is forecast to move west-northwest at about 22 kilometres per hour across the western Guangdong and further weaken. In the past few hours, Usagi weakened significantly and continued to move away from Hong Kong. The rainband over the Pearl River Estuary has started to affect the territory, yet the local winds continue to moderate. The Observatory will issue the Strong Wind Signal No. 3 at or before 10 a.m. The public should stay tuned for the latest information on Usagi. (Precautionary Announcements with No. 8 Signal)
