Here is the problem, in a nutshell. In order to run a viable campaign, US Congressmen need about $2million. They also need that amount for every re-election campaign. This means that a congressman must raise more than $3000.00 a day, every day, 365 days a year, just to be able to run the next election. The average congressional district has about 700,000 people in it. Think about it. If you were in that position, what would consume your every thought and decision? How to get my $3000 for the day. How will my vote today, affect my ability to get my $3000 tomorrow, or the next day? Can anyone expect congressmen to make unbiased decisions, when they are so dependent on special interest money?
