Here is what Harris County District Attorney Devon Anderson said: I want to express my deepest sympathies to Janet Baker and the entire Baker family. I know they are disappointed, but the grand jurys decision means they found that there was no probable cause to believe a crime was committed. It does not constitute an endorsement of the officers actions. _____ ... an endorsement of the officers actions. -- Is this some sort of legal standard Im unaware of; a sort of innocent but we wish he wasnt ??? Because if its pretty grey, we have a way to resolve that. Its called a trial. It seems that if a prosecutor doesnt want to indict a cop, all he has to do is ask the grand jury to decide beyond a reasonable doubt, and Im sure most jurors probably come into the room thinking thats the standard theyre supposed to use. Except its not, and if the prosecutor doesnt make that absolutely clear, its probably a snap for her to effectively direct a no bill decision. [Note that District Attorney is an elected office in Harris County, TX. Devon Anderson however was appointed last year by Governor Rick Perry to succeed her late husband. She recently won a close election to keep the office.]
