Heres a little insight into how Atlantic County Prosecutor Jim McClain, who gave Ray Rice entry into the states Pretrial Intervention Program, tips the scale of the law. McClain wasnt willing to offer PTI to a Philadelphia woman who was arrested for alleged possession of a gun during a traffic stop on the Atlantic City Expressway last fall. Shaneen Allen, who reportedly thought her Pennsylvania license-to-carry permit was valid in New Jersey, was refused entry into the diversion program by prosecutors and her appeal of that decision was also denied. Allen, who, like Rice, had no prior criminal record, faces the same prison term that could have been sought against Rice: a maximum of five years.
