Heres an article about the old Independent counsel law that arose from the Watergate scandal. This article is from one year before the law expired and was not renewed (although milder options exist, they dont really mandate action like the various forms of this law did). With the modern executive branch essentially doing whatever it wants, its interesting to look back at how this was handled in the past, and who/when/why various parties did or didnt like it.
