This facility has been recently redeveloped into one of the best suburban football facilities in Victoria. This is the inaugural year of the Heritage Youth Cup which is aiming to become the premier end of season tournament taking place in Melbourne. This tournament will cater for both male and female players from the ages of 7 to 18 years. Entry into the Heritage Youth Cup is by invitation only and will be organised by Moreland Zebras in conjunction with its major affiliates Melbourne Victory, Bully Free Australian Foundation and The Moreland City Council. The tournament provides the opportunity for male and female youths of all levels to participate in an end of season competition which will be played out over three weeks with weekend and night games being fixtured. It is the tournament committee’s aim to provide a family friendly environment and excellent facilities for the players to enjoy. It is expected that there will be great interest from many local and regional clubs looking to continue and extend their team’s development beyond the season proper. The tournament is governed by the rules and regulations based on the current FFV Laws of the Game (FIFA). The rules and regulations are outlined in this document for your perusal and your assistance in complying with the rules and requirements will lead to a more positive and enjoyable experience for all. August 28th - Draw held to determine groups and fixtures. September 2nd - FINAL REGISTRATION DUE including the return of final payments and completed team lists. Please note to secure your place in the tournament payments must be completed by September 6th. Failure to do so will enable other entrants to be accepted. September 10th - Final Draw and fixtures notified to all entrants. Sunday September 29th - Heritage Youth Cup Commences. Teams that have not made their final payment and/or returned sufficient team information by September 15th may also be excluded from the tournament. Minor alterations to the ‘finalised’ team lists supplied may be made up until before your team’s first game. Once the competition has started, however, no player may be added. 2. ENTRY FEES 2.1. Inclusions 2.1.1. The participation fees cover and include, gift for each player, it also covers hire of facilities, ground hire, cleaning of facilities, referees fees, trophies and medals 2.2. Fees 2.2.1. Under 8 & 9 (7 v 7), Under 10 & Under 11 Teams (9 v 9) * inclusion of extra player at SSF level will need to be approved by HYCC $88.00 (inc. GST) for a maximum of 14 players 2.2.2. Under 12- Under 18 Teams (11 v 11) $132.00 (inc. GST) for a maximum of 16 players 2.3. Refunds 2.3.1. No Refunds will be given once the team has been accepted. 3. REGISTRATION INFORMATION 3.1. Team Eligibility 3.1.1. Entry to the Heritage Youth Cup is only available to affiliated clubs and associations of a FFA member (State Federation). 3.1.2. All players for a team entered in the tournament must be nationally registered players for 2013. 3.1.3. It is our aim that all teams wishing to take part in the tournament should be able to do so. If age groups and competitions within an age group do not have a sufficient number of teams, teams will be given the opportunity to play in the next appropriate division/age group at the discretion of the Heritage Youth Cup Committee (HYCC). Page 2 3.4. Right of Refusal 3.4.1. The HYCC reserves the right to refuse the entry or registration of any team or of any individual for any reason. 4. REGISTRATION OF PLAYERS 4.1. Player Registrations 4.1.1. All players must be registered with the FFA (as per the National Registration Regulations) indicated by a current FFV ID Number. 4.1.2. Each team shall submit the names, dates of birth and relevant registration ID numbers of all registered players by September 28th. 4.1.3. A team playing a player who is not correctly registered shall be deemed to have lost the match. The opposing team shall be awarded 3 points and goals recorded as 3-0 in their favour. 4.1.4. Players can only play for one team in the tournament. 4.2. Age Groups 4.2.1. The competitions cater for Under 8-18 Boys & Under 9-11, U12, U13-14, U15-16, U18 Girls competition. The age group in which a player is eligible to play shall be determined by his/her age at the beginning of the first day of January of the year of play. 4.2.2. The following age groups shall be offered: U18 Born on or after 1/1/95 U16 Born on or after 1/1/97 U15 Born on or after 1/1/98 U14 Born on or after 1/1/99 U13 Born on or after 1/1/00 U12 Born on or after 1/1/01 U11 Born on or after 1/1/02 U10 Born on or after 1/1/03 U9 Born on or after 1/1/04 U8 Born on or after 1/1/05 Page 3 4.3. Team List and Player Proof of Age 4.3.1. Names of all players and team officials need to be supplied during registration. Please include mobile contact numbers and email for officials for contact up to and during the tournament. 4.3.2. Each team may register a maximum of 16 players. 4.3.3. Teams need to list their player’s name, date of birth and FFA Number on the Heritage Youth Cup Registration Form – Player Details Player ID’s & Team Sheets are to be presented prior to the game. 4.4. Player and Official Accreditation 4.4.1. All players in the Heritage Youth Cup will need some form of photo ID at all matches. This can be in the form of a FFA/FFV ID cards, club ID card or School ID card. Players who do not have photo ID at matches, may be unable to play. 4.4.2. Player identification cards must be available to be viewed by officials during the tournament. Failure to produce player identification when requested my result in player or team suspension or disqualification. 4.4.4. Coaches /Team Managers / Assistant /Medical persons will be provided with tournament identification. Which must be worn throughout the tournament. Only those with these ID ‘s will be allowed in the technical area. 4.5. Team Officials 4.5.1. The appointment of team officials is the responsibility of each participating team. A maximum of three (3) officials per team are permitted to remain with players on the team bench during a match. All details must be supplied on the Heritage Youth Cup Registration Form – Team Details and Support Staff 4.5.2. The team management are responsible for all matters pertaining to the team, including the conduct of team members and supporters. All shall agree to be subject to the FFA Code of Conduct Regulations. Page 4 5. UNIFORMS AND EQUIPMENT 5.1. Playing Strip 5.1.1. Each team must have an alternate playing shirt of another colour or a set of numbered bibs of a different colour. 5.1.2. If two teams playing in a match are wearing similar colours in the opinion of the match referee, the team named second in the official draw will be required to change shirts. 5.1.3. No two teams shall play each other in the same colours. 5.1.4. Team shirts must match with a unique number for each player as recorded on the match card. 5.1.5. No sharing of shirts is permitted. 5.1.6. Goalkeepers must wear a shirt that distinguishes them from the other team members and the referees. They must also have an alternate goalkeeper shirt of another colour. 5.1.7. All shirts must have a number on the back. 5.1.8. Socks must be long and players must wear suitable footwear. 5.1.9. Goalkeepers can wear either shorts or tracksuit pants. They may also wear knee or elbow pads and goalkeeping gloves. 5.1.10. Players and goalkeepers must not use equipment or wear anything which is dangerous to themselves or another player, including any kind of jewellery. 5.1.11. Failure of any team to play in their registered colours may result in loss of points. 5.2. Compression garments 5.2.1. Undershorts, if worn, must be the same colour as the primary or secondary colour in the playing strip. 5.2.2. Undershirts, if worn, must be the same colour as the primary or secondary colour in the playing strip. 5.3. Shin Guards 5.3.1. Shin guards are compulsory as per FIFA Regulations. Players will not be permitted to play without them. 5.3.2. They must be covered entirely by the socks, made of rubber, plastic or a similar suitable material and provide a reasonable degree of protection Page 5 5.4. Blood Injures 5.5.1. When a player has a blood injury or when that blood has affected another player, and/or their uniforms, the referee shall stop the game and have the player or players removed from the field for treatment or removal of blood. 5.5.2. The referee shall only permit those players to return to the field of play when he/she are satisfied that the injury has been covered and all blood has been removed from the player and/or players and their uniforms. 6. MATCH INFORMATION 6.1. Competition Rules 6.1.1. All fixtures shall be played in compliance with the Regulations in force at the time and in accordance with FFA guidelines and under the LOTG as approved by the FIFA except where specifically stated in these rules. 6.2. Match Team Sheets 6.2.1. Match Team Sheets will be distributed at the Managers Meeting and each team named on the draw should supply the Match Team Sheets for each match. 6.2.2. Team managers are required to complete the Match Team Sheet at least 20 minutes prior to the scheduled commencement time of their match with printed names and shirt numbers of all players in that team who are participating in that match. A player whose name appears on a Match Team Sheet will be deemed to have played in that match. 6.2.3. Players not entered on the Match Team Sheet, or those who do not have valid tournament identification are ineligible to participate in that particular match. 6.2.4. The Match Team Sheet shall indicate the shirt number that each player will wear on the field of play. This number must be worn by that player throughout the match except where the player changes uniform in which case the captain/manager of the team shall notify the referee immediately. 6.2.5. Under no circumstances shall two players playing in the same team at the same time be permitted to have the same shirt number. 6.2.6. No alteration to the Match Team Sheet may be made after it has been handed to the referee without the consent of the opposing team manager. 6.2.7. For Under 10 and 11’s matches a maximum of 16 players may be named on a Match Team Sheet and only those players named on the Match Team Sheet may participate in any given match. Page 6 6.2.8. Under 12 to 18’s matches a maximum of 16 players may be named on a Match Team Sheet and only those players named on the Match Team Sheet may participate in any given match. 6.2.9. At the completion of the match the referee will fill in the final scores for the match and complete the offences column on the match card where applicable. Both managers will also sign the match card as a correct record of the match result. Any scores that are incorrectly recorded could affect the final placing of teams. By signing the Match Team Sheet you agree to the results recorded on the Match Team Sheet. 6.2.10. The referee will return the match card to the Referees’ Co-ordinator who will pass the results onto Tournament Office. 6.3. Player Identification 6.3.1. Before kick off in each match, the referee may check that all players listed on the Match Team Sheet have been correctly identified 6.3.2. The opposing team manager may look at all players photo ID cards for verification of age if they request. Thus it must be available at games. 6.4. Interchange 6.4.1. Unlimited interchange of players in accordance with the LOTG will be allowed during all matches, for all age groups at the tournament. 6.4.2. An interchange is only permitted from the half way line, when the ball is out of play and when the referee has indicated that a change can be made. 6.4.3. If the referee deems that a club is contravening the spirit of the game by interchanging excessively to waste time or disrupt the flow of the game the referee can refuse to allow an interchange and caution the offending team if deemed appropriate. 6.5. Match Schedule 6.5.1. The draw for the tournament and game scheduling will be notified via email by September 10th. However, due to some circumstances (e.g. late withdrawals of teams, ground availability, weather, etc) late changes may be required. All attempts will be made to limit changes. 6.5.2. The Team Manager & Club Official will be informed about any changes to the scheduling of games. Teams cannot change divisions/pools after the draw is released. 6.5.3. If the HYCC is not advised of any timing requirements or other football commitments which may clash with tournament scheduling at the time of registration, it is assumed that all tournament scheduling will be acceptable. 6.5.4. The HYCC reserves the right to make changes in the match schedule concerning the division of groups, timetables and fields. Page 7 6.6. Competition Format 6.6.1. Each team will play as many games as possible depending upon the pool composition and field availability. 6.6.2. The second phase will involve knock out games. 6.6.3. The format of semi finals may vary depending on the number of teams in a particular age group. 6.6.4. The semi-final winners will proceed to the grand final. 6.6.5. All grand finals will take place on the weekend of October 19th and 20th 6.7. Venues 6.7.1. Heritage Youth Cup is played on grassed outdoor pitches (although other pitches may be used). The grounds and facilities are of high standard. 6.8. Match Format- U8’s and U9’s 6.8.1. Matches in these age groups are to be Small Sided Games. They will be played according to the FIFA laws and in line with FFA guidelines: Under 8 and 9 Players 7 v 7 Field Size Length: 50m Width: 40m Ball Size Size 3 Goalkeeper Yes Playing Time 2 x 20 minutes Half Time 5 minutes Extra Time 5 mins each way Semis & Finals Only Match Format- U10’s and U11’s 6.8.1. Matches in these age groups are to be Small Sided Games. Match Format- U12-U14’s 6.9.1. Matches in these age groups, will be played under FIFA LOTG with the following alterations and amendments: Under 12 to 14 Players 11 v 11 Field Size Length: 90m-120m Width: 45m-90m Ball Size Size 4 Goalkeeper Yes Playing Time 2 x 20 minutes (U12’s & U 13’s ) 2 x 25 minutes (U14’s) Half Time 5 minutes Extra Time 10 mins each way Semi & Finals Only Under 15 to 18 Players 11 v 11 Field Size Length: 90m-120m Width: 45m-90m Ball Size Size 5 Goalkeeper Yes Playing Time 2 x 30 minutes (U15’s) 2 x 35 minutes (U16’s – U18’s) Half Time 5 minutes Extra Time 10 minutes each way Semi & Finals Only 6.10. Extra Time 6.10.1. Due to tight scheduling there will be no stoppage/injury time added in any match under any circumstances (finals included). In the case of an injury the referee will stop the game to allow the injured player to be removed from the field of play for treatment. In the event of suspected serious injury, first-aid assistance should be sought from the first-aid officer at each ground. 6.10.2. During games where a result is required for one team to progress, a match drawn at the end of normal time shall be extended by a further five or ten minutes each way. There is to be no half-time interval in extra time. A two-minute break is allowed between normal time and extra time. 6.10.3. If there is still no result, penalty kicks will then ensue. 6.11. Referees 6.11.1. Australian registered referees will be assigned for all matches. 6.11.2. Teams must be prepared to provide a club linesperson if necessary. Club linespersons may only determine balls out of play & offside however final decision to be made by referee. Page 9 6.11.3. Please remember that referees are at the tournament to facilitate game play and any abuse, slander or misconduct will not be tolerated under any circumstances. 6.12. Allocation of Points 6.12.1. The table below details the number of points allocated to teams, based on the results of pool/group matches, to determine the team’s position on the points table. Rankings in competitions shall be determined by the greater number of points in all first round robin matches. If two or more teams are equal on the basis of the above criterion, their ranking shall be determined in following order: 6.13.1.1. goal difference in all the round robin matches; 6.13.1.2. greater number of goals scored in the round robin matches; 6.14. Match Balls 6.14.1. Home Team for the match will supply a match ball for each game. 6.14.2. The ball may not be changed during the game without the permission of the referee. 6.14.3. The ball sizes for tournament are: 6.14.3.1. Under 8’s –U9’s Size 3 6.14.3.2. U10-14’s – Size 4 6.14.3.3. Under 15-19’s – Size 5 6.15. Forfeits and Abandoned Games 6.15.1. A match will be considered abandoned and a forfeit will apply to competition games where a team is not ready to commence a match within 10 minutes of the scheduled start of play. The match referee is responsible for abandoning the match. 6.15.2. For a team to claim a forfeit under the above regulation it must have taken the field and be ready to play. The referee is to submit a Match Report to the Referee’s Administrator. 6.15.3. In the event of a team forfeiting a match the opposing team shall be awarded three points and the match shall stand as a three (3) goals to nil (0) win in their favour and the referee will indicate a “win by forfeit” on the Match Team Sheet. 6.15.4. Matches may be abandoned when it is deemed by the Referee that the game cannot continue due to the violent conduct of players, team officials or spectators which creates a situation untenable for all concerned or where the playing area is deemed dangerous for players and or officials. 6.15.5. Where abandonment occurs the Referee and other Match Officials are to provide a written report to the HYCC who shall determine the outcome based on the circumstances that brought about the abandonment. That report is required within one hour of the decision being taken to abandon the game. 6.15.6. In the event that the conduct of a particular team brought about the abandonment then that team shall be asked to show cause why they should not be banned from the remainder of the tournament. That advice shall be in writing and delivered to the HYCC no later than 5pm on the day of the incident. 6.15.7. In the event of a match being abandoned due to spectator interference or other inappropriate behaviour the HYCC shall have the power to have the match replayed, to allow the result to stand or award a forfeit, if it so determines. After considering evidence, the HYCC may also decide to disqualify individuals or teams . 6.16. Ground Closures due to Inclement Weather and Pitch Conditions 6.16.1. If poor weather or the condition of fields will affect the health and safety of participants and it is impossible to carry out the tournament to its full extent, the HYCC will make decisions regarding the rescheduling of matches. 6.16.2. If a certain field cannot be used due to poor weather or the condition of fields, the HYCC will decide which other grounds may be used at the scheduled time or reschedule the game if possible. 6.16.3. If part of the tournament has to be cancelled, the HYCC will change the format of the competition. 6.16.4. Due to weather conditions the outcome of a match may need to be decided by taking penalty kicks. 6.16.5. Every effort will always be made to play games in their entirety. 7. DISCIPLINARY MATTERS- ‘FAIR PLAY’ 7.1. FFA Code of Conduct and Disciplinary Regulations 7.1.1. All players and officials agree to be bound by the FFA Code of Conduct and Disciplinary Regulations. 7.2. Cautions, Send Offs and Suspensions 7.2.1. When a player receives two (2) yellow cards in a single match the player is shown the red card and must vacate the field and leave the area under the jurisdiction of the referee. The player receives an automatic one match suspension that must be served in the team’s next match without dispute. These two yellow cards will not count in the player’s accumulated yellow card tally as they are regarded as a red card for the purpose of suspension. 7.2.2. Where a player receives a single red card in a match the player must vacate the field and leave the area under the jurisdiction of the referee. The player receives an automatic suspension for the remainder of the tournament. 7.2.3. Where a player accumulates three (3) yellow cards through the course of the tournament the player shall receive an automatic one match suspension that must be served in the team’s next match. The yellow card tally is restored to Nil after the suspension has been served. The yellow card tally carries through to finals. 7.2.4. If a referee cautions or sends a player off during a game, they must write the caution or send off offence code in the offences column next to the player’s name on the relevant match card. For any red card offence, the referee must complete a send off report to be sent to the HYCC and the Referee’s Administrator within one hour of the decision being taken. 7.2.5. Any team that plays an ineligible player shall be deemed to have lost the match. The opposing team shall be awarded 3 points and goals recorded as 3-0 in their favour 7.2.6. There will be no appeals against suspensions 7.3. Behaviour of Officials and Spectators 7.3.1. Participating teams must actively promote acceptable behaviour by team officials and spectators through any medium that the club uses to communicate to their officials and spectators. 7.3.2. It shall be the responsibility of each team to maintain control of its officials and spectators at any match in which it is involved and to assist the Referee and Heritage Youth Cup officials in the preservation of order and good discipline at the game. This responsibility extends to ‘Spectator Free Zones’. 7.4.3. On grounds which contain adjacent playing pitches and where matches are being played side by side, no person other than the match officials and person previously approved by the HYCC shall be permitted to position themselves between these playing pitches during the progress of any match. 7.4.4. The only persons permitted within the pitch exclusion zone at any time during the progress of any match shall be: 7.4.4.1. the registered competing players and reserves from each team; 7.4.4.2. the registered Coach and Manager; 7.4.4.3. the officiating referees and linesmen; 7.4.4.4. first-aid or emergency services personnel; 7.4.4.5. nominated club officials wearing Official vests 7.4.4.7. A member of the HYCC. 7.4.5. A spectator present at a match or otherwise involved in any activity staged during the Heritage Youth Cup must: 7.4.5.1. respect the decisions of Match Officials and teach children to do the same; Page 12 7.4.5.2. never ridicule or unduly scold a child for making a mistake; 7.4.5.3. respect the rights, dignity and worth of every person regardless of their gender, ability, race, colour, religion, language, politics, national or ethnic origin; 7.4.5.4. not use violence in any form, whether it is against other spectators, Team Officials (including coaches), Match Officials or Players; 7.4.5.5. not engage in discrimination, harassment or abuse in any form, including the use of obscene or offensive language or gestures, the incitement of hatred or violence or partaking in indecent or racist chanting; 7.4.5.6. comply with any terms of entry of a venue, including bag inspections, prohibited and restricted items such as flares, missiles, dangerous articles and items that have the potential to cause injury or public nuisance; 7.4.5.7. not throw missiles (including on to the field of play or at other spectators) and must not enter the field of play or its surrounds without lawful authority; 7.4.5.8. conduct themselves in a manner that enhances, rather than injures, the reputation and goodwill of FFA and football generally. 7.4.6. Any person who does not comply with the above Code of Behaviour or who otherwise causes a disturbance may be evicted from a venue and banned from attending future Heritage Youth Cup matches. 7.4.7. Misbehaviour by club officials or failure to keep spectators in check may result team suspension or disqualification 8.1. Player Loans 8.1.1. A team may borrow a maximum of THREE registered players from another club(s) within their association to make up team numbers. These players must be highlighted clearly as Loan Players on the Heritage Youth Cup Tournament Registration Form – Player Details 9.1. Organisers Rights 9.1.1. The Heritage Youth Cup Committee and organisers reserve the right to alter the tournament program, tournament rules and/or scheduling of fixtures at any time during the tournament. The organisers also reserve the right to change, amend and/or update any information in this Information Pack. Page 13
