Hey, guys -- Letting you know that I recently co-authored a law review article about our Electoral College and the proposal to effectively eliminate it. The so-called National Popular Vote group hopes that it can achieve its goal through a simple interstate compact, which could be signed by as few as 11 states. NPV seeks to avoid the more difficult constitutional amendment process, which would require the approval of 38 states. Yep, its an attempted end-run around the constitutional amendment process!
