Thanks! :) VACANCY Project Officer, Pan-African Advocacy Project on Extractive Industries Application Deadline: 11 August 2014 Expected Start Date: 1 September 2014 Background IANRA: International Alliance on Natural Resources in Africa IANRA is a network of 31 formal member organisations - 30 in Africa and 1 in Europe, plus 10 national IANRA networks in Africa (at various stages of development) with community partnerships and international linkages. Each national network has up to 30 member organisations, totaling approximately 150 participating CSOs (CBOs, FBOs, NGOs, and Social Movements). All CSOs work on development issues, especially related to natural resources in Africa. IANRA, as an international network working on these issues, is uniquely placed to negotiate for change with and on behalf of the poorest communities at government and regional level and these actions will provide the resources and capacity to enable it to fulfill this role. Pan-African Advocacy Project IANRA is nearing its 2nd year of a three year project which focuses on Pan-African Advocacy around the Extractive Industries. The project includes case studies on human rights impacts as per the African Charter and Human and Peoples’ Rights (African Charter) – focused on 5 countries in Africa: Angola, DRC, Kenya, South Africa and Zimbabwe. In addition, an analysis of international protocols and legislations that relate to extractive industries and human rights will lead to a policy guide publication. National networks as well as the International network will give input on the analysis and guide, and will identify gaps for potential future policy recommendations. Finally, a model legislation on mineral resources in Africa will be developed (including accompanying policies and related Acts) that would ensure the protection and promotion of human rights in relation to the African Charter. This will be developed and advocated for in partnership with the Pan-African Parliament’s Committee on Justice and Human Rights. The project will also include cross-learning and cooperation with the African Commission on Human and Peoples’ Rights Working Group on Extractive Industries where appropriate and possible. Project Officer Full-time position, 1 year post with possibility of renewal General responsibilities The Project Officer functions as part of the IANRA Secretariat in Johannesburg, responsible for Institutional Grant management, programme planning, and programme coordination. Core tasks • Overall project management of multi-country projects. Core tasks are project planning, implementation, monitoring and reflection, including (but not limited to) the following: o Supporting partners with planning, monitoring and reflection on their activities in line with IANRA and specific grant objectives and policies; o Requesting partner plans, reports and project documentation to then translate these into a consolidated report; o Monitoring, capturing and consolidating progress and analysing risks & developing a mitigation plan; o Financial Management Ensure that all financial reports from IANRA members/project partners are received on time; Ensure that all receipts/payment vouchers and other documents from IANRA are sorted, analysed, properly checked, authorized and are ready for entry to the general ledger each month; Ensure that accurate and timely monthly financial reports are prepared and issued to Coordinator, Treasurer and others, if requested; Assist in the further development and review of financial systems to ensure financial integrity of IANRA accounts; Assist in the development of systems for meeting donor reporting requirements; Assist in the preparation of management and annual reports; Assist in and facilitate internal audit functions and external audit of IANRA members and project partner organisations, if need be. • Serving as main liaison to the project partners (including keeper of the grants); • Encourage partners and members to share their best practices and to capture learning; • Co-developing and overseeing capacity development initiatives within the projects; • Assisting in preparing management and annual reports; • Supporting the development of new funding proposals; • Other tasks that may be required in relation to the above job description and tasks. Reports To IANRA Coordinator Key Contacts IANRA Members, IANRA Coordinator & Steering Committee, Project Partners/Project Committee & Donors. Job Demands This job is demanding. It requires working extra hard to meet deadlines for both internal and external reporting, and in particular taking the lead to coordinate the project and ensure IANRA implements this complex project successfully. It also requires working odd hours and traveling to IANRA members and project partners within Southern and Eastern Africa region mainly. The Project Officer must work within unpredictable situations that require flexibility and versatility. Required Knowledge, Skills and Experience of the Project Officer • Experience (at least 1 year, 3 years preferred) with institutional grant and project cycle management; • Experience in implementing financial and administrative control systems (from a programmatic perspective, not an accounting perspective); • Experience in donor reporting; • Experience in supporting multi-country advocacy networks or movement building (especially in Africa); • A good understanding of natural resource issues and their contribution to community and national development, particularly in Africa; • Excellent interpersonal and communications skills and a strong commitment to human rights and women’s rights specifically; • Sensitive to capacity development processes; • Accuracy and attention to detail as well as an ability to meet tight deadlines; • High Integrity and ability to lead, take initiative, and ensure project effectiveness with minimal supervision; • Knowledge of the CSO sector. Note: Authorisation to work in South Africa strongly preferred.
