Historically, Mauritania has been relatively open to foreign direct investment, due in large part to its wealth of attractive natural resources in the fishing, mining and hydrocarbon industries. Despite this, political instability, corruption, the lack of qualified labour, high taxes and an underdeveloped infrastructure have made investors hesitant to enter the Mauritanian market.
