History is always dictated by the victors. Winners go on to become celebrated Presidents and Head of States and Losers are terrorists and villains. Chin Peng fought for Malayans against the Japanese (for which, he was awarded the Order of the British Empire) and subsequently against the British for Independence. His ideoogy for an Independent Malaya differed from UMNO and its Alliance. The MCP was disallowed from participating in mainstream politics. In the "Emergency", many people were killed from both sides of the politial divide. To disallow Chin Peng to return to his hometown, Sitiawan to pay homage to his deceased parents and now, for his ashes/body to return is inhumane.
