History matters. Not only at the level of individuals but more importantly at the level of a countrys structural problems. As a concrete case, take corruption. Is corruption peculiar to Pakistan? A careful examination of a 2010 Global Corruption Barometer report published by the Transparency International reveals at least two striking facts. First, the incidence of corruption has increased in the past 3 years across the world. Interestingly, the largest percentage increase in the perception of corruption has been in the advanced capitalist regions of North America and the European Union. Second, although the countries that perform worst are indeed some of the poorest in the world there is in general no causal link between the degree of richness of a country and its comparative performance. For example, Russia performs worse than Pakistan and some of the poorest countries such as Bhutan, Rwanda and Botswana perform better than South Korea, Kuwait and Italy respectively.
