History of Southampton 1844 . On the 14th September 1844 , the town`s drainage system was causing concern again . The Sewer Committee was given instructions to obtain estimates and confer with the owners of the land adjacent to St Marys glebe lands . This land was surrounded by a stinking ditch that flooded whenever their was any rain and deposited its filth across the fields . Areas across town were insanitary , with no clean water or adequate sewage arrangements . As a result , the sewers were likely to flood and the drains to back up . This state of affairs lasted until the 1880s - 1890`s , when Mr James Lemon became the Borough Engineer . It was due to his effort that the health of the town considerably improved . He under took not only the much needed slum clearance , but more importantly he carried out a radical overhaul and rebuilding of the sewage system . This meant there was almost no contamination of the fresh water supply , and the occurrence of cholera and typhoid was greatly reduced . Although he was knighted and became Sir James Lemon , few people realise that Lemon Road in Shirley is named after one of the towns greatest benefactors and not a fruit .
