Holt violated the waiting period for 33 children, did not try to find domestic families for 17 children, and has violated the Special Adoption Law on several other points, and they have only gotten a warning from the ministry. Thats it? For breaking the law? What will happen to me if I violate the law more than 50 times in a year? One adoptee who was clearly trafficked, who screwed up once in Korea by committing a crime, is now serving a 3.6 year term in prison. But Holt is still above the law. Do we have to make more amendments to the law describing exactly all the hypothetical ways in which they can screw up and exactly in what ways penalties will be exacted so that they will be punished? Do we have to waste our time doing this for the three remaining international adoption agencies? Really? Somebody who lives in Seoul, please go draw a chalk outline of a child on the sidewalk in front of their building every day.
