Hon. Prime Minister, Namaste. Govt. must have a policy of congratulating opposition members in both houses of Parliament on every such day when they do not stage a walk out. Every such evening, LS Speaker & RS Chairman should thankfully praise opposition members if they allow proceedings to go on unhindered on the day in question. So farcical have become Parliamentary proceedings. Opposition Congress (I)TALIAN are highly demoralised and suffering from acute depression. It is a party that was founded by a Britisher, Alec Hume and now headed by an Italian woman. Her half-bred, moronic son who looks and behaves like a drug-addict, is desparate to become PM. They are in a tearing hurry to re-grab power as they appear to have a well-defined anti-nationalistic agenda. Expecting co-operation from such a party in running Parliamentary proceedings smoothly is a far, far cry. Frequency, intensity and duration of disruptions / interruptions shall go on burgeoning as Govt. move ahead with their heavy developmental agenda eroding their vote-bank grievously. With your rising popularity and serial election victories, they are sure to go completely insane in days to come. Some strict disciplinary rules must be framed to conduct proceedings in both houses smoothly. Being irrepressible myself, I do have some suggestions in this regard - Trooping into well of the house should be a serious offence and such members should be automatically thrown out by Security within minutes and days salary / allowances forfeited. Opposition members shall be allowed to protest ONLY ONCE inside the house on a given, specific issue. For second / third...protest, they must go out to some public ground viz. Jantar Mantar etc. Instructions of Chair MUST be strictly followed. If Chair orders not to interrupt while someone is speaking, member must observe strict compliance lest he / she invites disciplinary action instantly. Tearing / throwing of papers must be a serious offence inviting suspension from the house for the entire session. Some of such rules shall go a long way in ensuring, parliamentary proceedings are a pleasure / intellectual treat to watch and listen to. With best regards, Ramakant Tiwari
